Public Sector Energy Efficiency Project — Healthcare Buildings

 

BAR E.C.E., in partnership with Prima Engineering, provided technical assistance under the Public Sector Energy Efficiency Project (PSEEP) for the energy-efficient renovation of selected public healthcare buildings across North Macedonia.

 

Implemented by the Ministry of Finance of the Republic of North Macedonia in partnership with the World Bank, PSEEP supports investments aimed at reducing energy consumption in public buildings and improving their long-term energy performance. The programme includes improvements to building envelopes, heating and cooling systems, lighting, electrical systems and other energy-consuming systems.

 

Within the consulting team, BAR E.C.E. was responsible for the development of Detailed Energy Audit Reports and Environmental and Social Management Plans (ESMPs).

 

Energy Assessment for Public Healthcare Buildings

 

BAR E.C.E. carried out comprehensive Detailed Energy Audits for the selected healthcare facilities, assessing their existing energy performance and identifying technically and economically viable measures for improving energy efficiency.

 

The work included site inspections, collection and analysis of energy consumption data, assessment of building envelopes, heating and cooling systems, lighting and other energy-consuming systems, and establishment of the existing energy performance of each facility.

 

Potential energy efficiency measures were evaluated in terms of expected energy savings, investment requirements and economic viability. The assessments also considered the expected reduction in CO₂ emissions and provided recommendations for the most appropriate energy-efficiency investment scenarios.

 

The resulting Detailed Energy Audit Reports provided the technical basis for defining the energy efficiency measures subsequently incorporated into the Detailed Designs prepared by Prima Engineering.

 

Environmental & Social Management

 

Alongside the energy assessments, BAR E.C.E. prepared Environmental and Social Management Plans (ESMPs) for the selected healthcare facilities.

 

The ESMPs identified potential environmental and social risks associated with the planned renovation works and established appropriate mitigation and monitoring measures, including requirements related to construction waste, hazardous materials, health and safety, and protection of building users and the surrounding environment. The project requirements specifically called for the ESMPs to be developed in coordination with the proposed energy-efficiency interventions and Detailed Designs.

 

Through this combination of energy assessment and environmental and social planning, BAR E.C.E. provided the technical basis needed to support sustainable and responsible energy-efficiency investments in public healthcare infrastructure.

 

Healthcare Facilities

 

The assignment covered public healthcare facilities under Lot 1 and Lot 3, spanning the Skopje, South-West, Pelagonia and Vardar regions.

 

Lot 1 — Skopje Region

 

• PHI Healthcare Centre Skopje – Polyclinic Idadija — Skopje
• PHI University Clinic for Physical Medicine and Rehabilitation — Skopje

 

The two facilities under Lot 1 represented a total area of approximately 8,309 m².

 

Lot 3 — South-West, Pelagonia & Vardar Regions

 

• PHI General Hospital with Expanded Activity – Former Healthcare Centre Building — Debar
• PHI Health Centre Demir Hisar — Demir Hisar
• PHI Healthcare Centre Resen — Resen
• PHI Health Centre Negotino — Negotino
• Health Station Demir Kapija — Demir Kapija
• Health Centre Dolni Disan — Dolni Disan
• PHI Health Centre “Prim. Dr. Gjorgji Gavrilski” – Ambulance Lozovo — Lozovo

 

The seven facilities under Lot 3 represented a total area of approximately 18,307 m².

 

Together, BAR E.C.E.’s assignment therefore covered nine public healthcare facilities with a combined area of approximately 26,600 m².
